Our community has already invested in parks, trails, recreation facilities, and places where families gather. Through the Jamestown Parks and Recreation Comprehensive Plan, residents identified the priorities they want to see next.

Now we have the opportunity to protect what we’ve built and continue investing in those community priorities—without increasing the current sales tax rate.

Project costs shown throughout this website are preliminary planning estimates and will continue to be refined as projects move through design, engineering, and public review. Actual costs and project timelines may change as planning progresses.

The Community Created the Vision

Every great community begins with a vision—and this one started with yours.

Over the past several years, Jamestown Parks and Recreation worked with residents, community organizations, local leaders, user groups, and stakeholders to develop a Comprehensive Plan that would guide the future of parks, recreation, trails, and community facilities.

Through public meetings, community surveys, stakeholder interviews, focus groups, and ongoing public input, thousands of comments helped identify the recreational amenities, facility improvements, and infrastructure investments that matter most to our community.

The result is a long-term roadmap built on community priorities—not organizational wishes.

The projects included in this Capital Improvement Plan were not created by Jamestown Parks and Recreation. They were identified through the Comprehensive Planning process and reflect the needs, ideas, and vision shared by the people who live, work, and play in Jamestown.

This website outlines those community priorities, explains how they could be implemented over time, and provides factual information to help residents understand the proposed funding plan.

Why Now?

Jamestown has a strong track record of investing in parks and recreation. Thanks to responsible financial management and strong community support, the debt for Two Rivers Activity Center (TRAC) is projected to be paid off nine years ahead of schedule.

That milestone creates an opportunity to look ahead.

Rather than increasing the current sales tax rate, the proposal would continue the existing 1% sales tax after TRAC is paid off. If approved by voters, that funding could be used to protect the community’s existing investments, address aging infrastructure, and move forward with the priorities identified through the Comprehensive Planning process.

This is not a new sales tax or an increase to the current sales tax rate. It is an opportunity to build on the investments our community has already made while continuing to provide quality parks, trails, recreation facilities, and programs for future generations.

How Would These Projects Be Funded?

The proposed Capital Improvement Plan would be funded through the continuation of the existing 1% sales tax after the debt for Two Rivers Activity Center (TRAC) is paid in full. This proposal would not increase the current sales tax rate.

If approved by voters, funding would provide a long-term investment in Jamestown’s parks and recreation system by supporting:

• Preservation and improvement of existing parks and recreation facilities
• Implementation of community-identified priority projects
• Replacement and modernization of aging infrastructure
• Long-term maintenance and stewardship of community assets
• Recreation opportunities that enhance quality of life for residents and visitors

How Can I Learn More?

Prior to the November 3 vote, Jamestown Parks and Recreation will provide multiple opportunities for community members to learn more about the Capital Improvement Plan, proposed projects, and funding. Upcoming presentations, community meetings, and other informational opportunities will be posted here as dates and details are finalized.

We encourage community members to learn more, ask questions, and understand the planning process and community input that helped shape the priorities included in the Capital Improvement Plan.

Capital Improvement Plan Advisory Committee

The Capital Improvement Plan was developed with input and guidance from a community Advisory Committee. Committee members brought a variety of perspectives to the planning process and helped review facility needs, community priorities, and opportunities for the future of parks and recreation in Jamestown.
